This article begins with some background information on the development of the subfield of foreign-policy decision-making, with a particular emphasis on why and how this subfield took root in the United States in the interwar period. It then surveys some of the important orienting statements by pioneers in the subfield of foreign-policy decision-making. Next, it focuses on the independent, intervening, and dependent variables that have received most of the scholarly attention over the last five decades.
In one of the few genuinely theoretical contributions to the study of foreign policy, James Rosenau has called for its country-specific theorization. If foreign policy is to differ from international theory at all, it must do so by refusing to gloss over the particularities of the foreign policies of individual states. It gains its distinctive character by shedding light on the complex enmeshment of foreign policy processes in historical, cultural and institutional factors, which are in no small part peculiar to the specific state under scrutiny. Yet, even if we were in possession of a number of foreign policy theories approximating the number of sovereign states this would leave us in a state of dissatisfaction, if these individual theories remained unconnected.

This article shows that the state has to adapt to a new security paradigm but that the national interest remains paramount in foreign and defence policy. However, the end of the Cold War and the development of new theories of International Relations have opened the way for the use of new concepts in security studies and the redefinition of the state, its role and that of non-state actors. Thus, the difference between home politics and foreign affairs tends to be erased. In , James Rosenau argued in his book Turbulences in World Politics 2 that new actors and transnational networks compete with the state and circumvent it. The state would thus be left with responsibilities only over traditional prerogative areas such as security and defence of national interests.
